摘要 内蒙古东四盟市作为国家粮食主产区，在国家粮食安全中具有重要地位。农业生产合作社作为新型经营主体，在组织农民进行粮食生产提高其经营能力的同时，应为乡村振兴、农业农村现代化和高质量发展发挥领头羊作用。以内蒙古自治区兴安盟金刚水稻生产合作社为例，在介绍合作社成立、发展过程的基础上，分析民族地区农业生产合作社的组织方式、运行机制、经营模式，着重探讨了水稻生产合作社高质量发展中存在的问题，并提出了相应对策，最后探析了民族地区农业生产合作社高质量发展路径。

Analysis on the High Quality Development Path of Agricultural Production Cooperatives in Minority Areas—Taking Xingan League Jingang Rice Cooperative as an Example

Abstract As the main grain producing area in China， Dongsimeng City of Inner Mongolia plays an important role in the national grain security. As a new type of business entity， agricultural production cooperatives should play a leading role in rural revitalization， agricultural and rural modernization and high-quality development while improving their business ability in organizing farmers to carry out grain production.Taking Xingan League Jingang Rice Production Cooperative based on the Inner Mongolia Autonomous Region as an example， introduced the form and development process of the cooperative， analyed the organization of agricultural production cooperatives in national regions， operation mechanism， management model， emphatically discussed the cooperative quality problems existing in the development of rice production， and puts forward the corresponding countermeasure， finally analyses the agricultural production cooperatives high quality development path in ethnic minority areas.

高质量发展是体现新发展理念，以供给侧结构性改革为主线，加快建设现代化经济体系为基本框架的发展理念。它不仅注重经济效率，还兼顾社会公平和生态的可持续发展[1]。2019年，农业农村部出台《国家质量兴农战略规划（2018—2022年）》，重点部署了“质量兴农”的具体措施，提出产业效益高、生产效率高、产品质量高、经营者素质高，国际竞争力强“四高一强”的农业高质量发展目标[2]。农民合作社作为有机衔接小农户与现代农业的有效载体[3]，应在农业农村高质量发展中发挥其组织化优势，组织小农户推进农业生产的标准化、绿色化、品牌化发展，并引领农村一二三产业融合发展，促进农业现代化进程[4]。2020年，农业农村部……
