【摘  要】在我国社会现代化发展水平不断提高以及社会经济实力不断增强的背景下，我国制定了大众创业和万众创业的英明国策。在此环境下，双创平台诞生了，而且受到了人们的一致认可，使得我国双创平台整体发展水平得到了不断提升。论文以唐山创新创业服务平台为例，对我国双创平台运营绩效评价展开全面研究，为我国双创平台发展水平的进一步提升奠定坚实基础。

【Abstract】Under the background of the continuous improvement of China's social modernization development level and the continuous enhancement of social and economic strength， China has formulated a wise state policy of mass entrepreneurship and innovation. In this environment， the platform of innovation and entrepreneurship came into being and was unanimously recognized by people， which made the overall development level of the platform of innovation and entrepreneurship in China continue to improve. Taking Tangshan Innovation and Entrepreneurship Service Platform as an example， this paper conducts a comprehensive study on the operation performance evaluation of China's innovation and entrepreneurship platform， laying a solid foundation for the further improvement of the development level of China's innovation and entrepreneurship platform.

1 引言

在全球新一轮的产业变革和科技革命不断加速的背景下，大量新兴产业在全球科技不断创新下诞生，这些新兴产业通过对传统产业的不断渗透与融合，使我国科技经济整体发展状态逐渐朝着交叉汇聚和多点突破的方向发展，对应的科技创新资源配置也逐渐朝着加速流动与全球化竞争的趋势转变。对于通过科技创新引领经济增长这一理论，全世界各个国家达成了高度共识，特别是在我国创新驱动发展战略持续实施以及全面改革不断深化的背景下，为双创平台的建设与发展提供了良好的生长环境。我国双创平台在发展过程中，通过市场竞争环境的帮助和良好政策的支持，不断形成全新的发展业态和发展模式，已经成为我国目前助力产业迈向中高端水平以及推动经济保持中高速增长的主要动力之一。通过对唐山创新创业服务平台展开的详细分析和研究，能够明确了解我国双创平台目前依然存在众多问题。……
