【摘  要】新时期，基层党组织需在延安精神指导下，对其实践经验予以总结，明确党的政治形势及方针路线，确保各项工作围绕党支部建设开展。这要求基层党员干部加强自身党性修养，紧紧团结在人民群众周围，定期整顿党组织的学风与作风，让基层党组织成为我党持久发展的坚强战斗堡垒。为此，新时期基层党组织建设需要在日常生活工作中增强支部政治功能，在传承弘扬延安精神的同时，用延安精神净化基层党组织的政治生态，秉持“以人民为中心”的原则，以此巩固我党长期执政的民众基础。

【Abstract】In the new period， under the guidance of Yan'an spirit， primary-level Party organizations need to summarize their practical experience， clarify the Party's political situation and guidelines， and ensure that all work is carried out around the construction of Party branches. This requires primary-level Party members and cadres to strengthen their Party spirit cultivation， closely unite around the people， regularly rectify the Party organizations' styles of study and work， so that the primary-level Party organizations will become a strong fighting fortress for the sustained development of the Party. Therefore， the construction of primary-level Party organizations in the new period needs to strengthen the political function of the Party branches in daily life and work， inherit and carry forward the Yan'an spirit， purify the political ecology of primary-level Party organizations with the Yan'an spirit， uphold the principle of "people-centered"， so as to consolidate the public foundation of Party's long-term governance.

1 引言

基层党组织是连接党和民众之间的纽带桥梁，也是贯彻我党各项部署方针的基础性阵地。当前，部分基层党组织在建设发展中存在边缘化、虚弱化现象，该种现象对我党新时代严格治理以及强化其纯洁性、先进性建设相互矛盾。针对这种情况，习近平总书记在2020年4月陕西考察时，对延安精神予以高度肯定，同时，要求广大党员干部在延安精神中吸取力量，明确我党今后持续前进的道路方向。本文根据新形势下基层党组织调查问卷数据进行浅显分析。

2 树立基层党组织目标，提高基层党组织力量

延安时期是中国革命由被动逐渐走向胜利的重要转折期，也是我党从稚嫩走向成熟的重要阶段。为此，基层党组织需对建设过程中所遇到的各种情况予以实践总结，并将该总结凝结成延安精神，使其成为新时期基层党组织建设的指航标。……
