【摘  要】我国社会经济在不断发展的同时也为行政事业单位的内部控制工作带来了全新的机遇与挑战。完善的内部控制制度，可以强化行政事业单位的内部管控，满足社会经济发展的要求，全面提升行政事业单位的运营发展能力。目前，有些行政事业单位的内部控制工作相对滞后，不能有效满足其实际发展需求，导致内部控制存在隐患。论文通过对内部控制工作重要性的阐述，分析行政事业单位内部控制中存在的问题，并提出加强内部控制建设的有效措施，希望能引起相关行政事业单位的重视，发现并解决内部控制中存在的问题，提升内部控制工作的效果和水平。

【Abstract】With the continuous development of China's society and economy， it also brings new opportunities and challenges to the internal control work of administrative institutions. Perfect internal control system can strengthen the internal control of administrative institutions， meet the requirements of social and economic development， and comprehensively improve the operation and development ability of administrative institutions. At present， the internal control work of some administrative institutions is relatively backward， which can not effectively meet their actual development needs， leading to hidden dangers existing in internal control. Through the elaboration of the importance of internal control work， this paper analyzes the problems existing in the internal control of administrative institutions， and puts forward effective measures to strengthen the internal control construction， hoping to attract the attention of relevant administrative institutions， find and solve the problems existing in internal control， and improve the effect and level of internal control work.

1 引言

完善的内部控制体系，可以保证行政事业单位正常发挥其应有的作用，降低运营过程中的风险，提高工作效率。随着我国经济的快速发展，行政事业单位的内部控制工作需要进行不断地改革和创新。但是当前很多行政事业单位的内部控制体系都存在着不足，阻碍了自身的健康发展。因此，解决行政事业单位内部控制工作相对滞后的问题已经迫在眉睫[1]。

2 行政事业单位内部控制建设的重要性

第一，提高行政运行效率。行政事业单位的运行效率在一定程度上影响着整个社会的效率。建立完善的内部控制体系，简化办事程序，是提高行政事业单位运营能力和效率的重要措施。……
