摘 要 互联网对中国创新驱动发展产生的影响引起了图书馆领域的极大关注并有助于推动图书馆的服务升级。本文通过实证分析了互联网对省际公共图书馆服务能力的基本影响效应和非线性影响效应。研究显示：互联网显著推动了公共图书馆服务能力的提升，但呈现非线性特征。以0.1204为门槛值，当互联网发展水平小于等于该门槛值时，其显著促进了公共图书馆服务能力的提升;当大于该门槛值时，互联网难以再显著影响公共图书馆的服务能力。最后以此为基础提出建议。

A Study of the Effects of the Internet on the Capacity of Public Library Services： an Empirical Analysis Based on the Panel Threshold Effect Model

Abstract The impact of the Internet on Chinas innovation-driven development has attracted great attention in the library sector and helped to promote the upgrading of library services. This paper empirically analyzes the basic and nonlinear effects of the Internet on the service capacity of interprovincial public libraries. The study shows that the Internet significantly contributes to the improvement of public library service capacity， but shows non-linear characteristics. Taking 0.1204 as the threshold value， when the development level of the Internet is less than or equal to this threshold value， it significantly promotes the improvement of public library service capacity; when it is greater than this threshold value， it is difficult for the Internet to significantly influence the service capacity of public libraries. Finally， recommendations are made on this basis.

0 引言

在全球新一輪科技创新与产业革命背景下，互联网对社会不同领域和层面的融合发展已成为必然趋势，对中国创新驱动发展战略产生了深远的影响。因此，怎样高效利用互联网促进和提升各领域的核心竞争力成为众多学者广泛关注的热门话题。从图书馆的发展历史与规律来看，社会产生的几乎每一项新的先进文化、管理服务概念和模式以及技术的变化，都能够引起图书馆学术界和实践界的极大关注，并驱动着图书馆的管理与服务升级。互联网在技术应用等方面破解了图书馆发展难题，改善和提升了图书馆资源管理、业务拓展、服务能力和水平，从而使图书馆保持了与时代同步的发展态势。

因此，随着互联网在社会不同领域及传统行业的不断融合应用，越来越多的学者开始关注互联网如何推动图书馆的服务发展。……
