Exploration on the Inflation Prevention and Control Strategies from the Perspective of Supply-Side Structural Reform

【摘  要】现如今，我国的经济实力迅速提升，国民收入水平逐步提高。但与此同时，供需不平衡的问题愈发凸显，表明在供给侧结构性改革的背景下，我国依然存在通货膨胀的潜在压力。因此，从供给、需求及成本三方面研究通货膨胀的成因，有助于探讨和得出与供给侧结构性改革相适应的通货膨胀防控策略。论文提出通过控制需求、优化供给、化解产能过剩、调整产业结构等方法来防控通货膨胀。

【Abstract】Nowadays， China's economic strength has been rapidly improved， and the level of national income has gradually improved. But at the same time， the problem of imbalance between supply and demand is becoming more and more prominent， which indicates that under the background of supply-side structural reform， there is still potential pressure of inflation in China. Therefore， the study of the causes of inflation from supply， demand and cost will help to discuss and draw inflation prevention and control strategies that are suitable for supply-side structural reform. The paper proposes to prevent and control inflation by controlling demand， optimizing supply， resolving overcapacity， adjusting industrial structure and other methods.

1 引言

20世纪70年代至80年代，西方国家相继出现了“滞胀”，这一局面使得在当时的凯恩斯主义背景下兴起了一个新的流派——“供给学派”。该学派反对凯恩斯主义的需求决定理论，并主张供给决定需求而不是相反。英美等西方国家为摆脱“滯胀”进行了供给侧方面的改革，如美国的“里根主义”、英国的“撒切尔主义”，并取得了不错的成效。而如今，我国随着生产力的高速发展和国民收入水平的提高，消费者对需求层次的要求明显提高，逐渐出现了总供给和总需求不相匹配的问题，进而由多方面因素导致了通货膨胀。据官方数据显示，我国在1988年和1994年出现较高的通货膨胀率，分别为19.3%和24.1%;近十年通货膨胀率呈来回波动型的下降趋势;而近五年又呈现来回波动型的缓慢增长趋势。总的来说，从2010年至今，我国依然存在通货膨胀的潜在压力，需要通过实施符合国情的供给侧结构性改革来防控。……
