摘  要：深化创新创业教育改革，是高等教育贯彻落实国家创新驱动发展战略，有效提升高校人才培养质量的重要举措，并已成为衡量人才培养质量的关键要素。为确保创新创业教育改革成效，拥有高水平专业化的创新创业教育师资队伍是前提基础。随着第四次工业革命和产业变革的快速发展，在全国公安机关深入贯彻落实公安科技兴警和大数据战略的背景下，将创新创业能力培养贯穿于警务人才培养全过程，培养复合型创新型卓越警务人才，以适应现代警务模式创新升级人才需要，成为当前警察院校深化人才培养模式改革的重要抓手。针对高科技新型犯罪形态下警务人才培养的切实需求，构建一支契合警察院校特点的创新创业教育师资队伍，是当前警察院校需要研究实践的重要任务。

Abstract： Deepening the reform of innovation and entrepreneurship in colleges and universities is the implementation of the national strategy of innovation-driven development in higher education， and also the important measure to effectively improve the quality of talent cultivation， which has already become the key factors to measure the quality of talent cultivation in colleges and universities. It is the premise to ensure the efficiency of innovation and entrepreneurship reform and to have a specialized innovation and entrepreneurship faculty with high level. With the rapid development of the Fourth Industrial Revolution and industrial reform， under the circumstance of thorough implementation of invigorating police force with science and technology and big data strategy， integrating the innovation and entrepreneurship capability cultivation into the whole process of talent development， and cultivating the innovative and inter-disciplinary talents to meet the demand of innovative and updating talents of modern policing mode， have become an important channel to deepen current talent cultivation mode reform in police colleges and universities. In view of practical need of policing talent cultivation under the new high-tech crime pattern， it is a significant research and practical task for police colleges and universities to build an innovation and entrepreneurship faculty featured by the characteristics of police colleges and universities.

黨的十八大以来，党中央把创新摆在国家发展全局的核心位置，高度重视高校创新创业教育改革，专门对创新创业人才培养作出重要部署。当前，各类高校均把创新创业人才培养作为深化综合改革的重要牵引，构建了满足创新创业教育改革需求的课程体系、实践教学体系和政策激励机制，特别是建立了一支高素质专业化从事创新创业教育工作的师资队伍，学生创新创业能力得到快速提升。警察院校作为全国较大规模的行业类院校，培育新时代创新型、复合型且具有良好职业发展能力的高素质警务人才，是警察院校教育工作者应当高度重视的一项教育改革工作。……
