摘  要：高校基层党组织作为高校党的政治领导核心和战斗力基础，在实践中落实党建工作责任制对坚持高校社会主义办学方向和巩固党在高校中的领导地位发挥着举足轻重的作用。文章以湖南省高校基层党建工作为例，深入分析各高校落实基层党建工作责任制的现状，探讨网格化管理模式对落实高校基层党建工作责任制的必要性，最后思考如何构建资源共享、动态参与的高校基层党建工作责任制落实体系的单元网格，以期形成“校党委-院党委（党总支）-党支部”三级联动机制，为推动高校基层党建工作责任制健全落实提供助益。

Abstract： Primary-level party organizations in colleges and universities are the core of the party's political leadership and the basis of its combat effectiveness. In practice， the implementation of the responsibility system for party building plays a decisive role in upholding the socialist direction of running schools in colleges and universities and consolidating the leading position of the Party in colleges and universities. Taking the grass-roots party construction in colleges and universities of Hu'nan province as an example， analyzes the present situation of the universities to implement the responsibility system for grass-roots party construction， inquiring into the management model of the grid， the necessity of implement the responsibility system for grass-roots party construction in colleges and universities， the thinking about how to construct the resource sharing， dynamic participation grass-roots party construction in colleges and universities responsibility to carry out the system of unit grid， in order to form "the party， the courtyard party committee （general Party branch）， the party branch" three-level linkage mechanism， colleges and universities to promote grass-roots party construction responsibility system improve the implement to provide help.

习近平总书记强调，全面贯彻党的十九大精神，重整行装再出发，以永远在路上的执着把全面从严治党引向深入，开创全面从严治党新局面。坚持行使权力和担当责任相统一，真正把落实管党治党政治责任作为最根本的政治担当，紧紧咬住“责任”二字，抓住“问责”这个要害[1]。高校党组织作为党的基层组织的重要组成部分，持续发挥着战斗堡垒作用，在落实基层党建责任方面面临着新形势、新任务、新挑战。然而高校在党的责任落实中还存在着责任意识弱、考核评价体系不完备等薄弱环节。作为集服务、管理、监督、反馈于一体的管理共享模式，网格化手段的运用，无疑将在很大程度上改变目前基层党建制度化、规范化水平不高及量化监管考核体系缺失的现状[2]。……
