摘  要：党的第十九届四中全会中提出了坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化。在这样的新形势下，高校党建工作面临着严峻的考验，依法治校工作也急需提高，高校党的建设和全面从严治校是当前必须解决的重大课题。高校需要遵循党中央精神要求，结合实际，建立和完善制度体系，推进依法治校。文章从加强高校党的制度建设的必要性和重要意义入手，分析了加强制度建设与推进依法治校的内在逻辑，提出在加强高校党的制度建设中推进依法治校的实现路径，不断提升高校党建科学化、规范化水平。

Abstract： At the Fourth Plenary Session of the nineteen the Central Committee of the Communist Party of China， it was proposed to uphold and improve the socialist system with Chinese characteristics and to modernize the system and capacity of state governance. In such a new situation， the Party construction in colleges and universities is facing a severe test， and the work of running colleges and universities according to law needs to be improved urgently. Colleges and universities should follow the spirit of the Party Central Committee， combine with reality， establish and improve the system， and promote the rule of law. Starting from the necessity and significance of strengthening the Party's system construction in colleges and universities， this paper analyzes the internal logic of strengthening the system construction and advancing the rule of law in colleges and universities， and puts forward the realization path of advancing the rule of law in strengthening the Party's system construction in colleges and universities， constantly improving the scientific and standardized level of Party construction in colleges and universities.

高校黨建是党的建设中的重要组成部分，是强化党的领导、办好中国特色社会主义大学，推动高等教育事业科学发展的保障。党的基层组织是习近平新时代中国特色社会主义重要思想的组织者和实践者，是维持党的工作和战斗力的基础。习近平同志指出：“中国正在协调推进全面建成小康社会、全面深化改革、全面依法治国、全面从严治党，规划了在新形势下治国理政的战略目标和战略举措。”高校虽然不是直接从事经济生产的单位，但是高校肩负着为党育人、为国育才的重大职责使命，是为“全面建成小康社会”培养各类人才的主阵地。如何通过“全面深化改革”为“全面建成小康社会”培养合格的……
