摘  要：党中央多次提出要加强公共卫生事业改革的部署，这对公共卫生队伍建设和人才培养提出了更高的要求。公共卫生伦理是公共卫生实践活动的道德准则和规范，是马克思主义思想在公共卫生领域的体现。预防医学生是公共卫生人才队伍的重要组成部分，公共卫生伦理丰富了预防医学生思想政治教育的内涵，为解决其思想政治教育问题提供新的思路。

Abstract： The CPC Central Committee has repeatedly proposed to strengthen the deployment of public health undertakings， which has put forward higher requirements for the construction of public health teams and the training of talents. Public health ethics is the moral criterion and standard of public health practice activities and it is the embodiment of Marxist thought in the field of public health. College students majoring in public health are an important part of the public health talent team. Public health ethics enriches the connotation of ideological and political education of college students majoring in public health， and provides new ideas for the current ideological and political education of students.

习近平总书记在主持召开的中央全面深化改革委员会第十二次会议中，对健全国家公共卫生应急管理体系，提高应对突发重大公共卫生事件的能力水平做出了指示，并在《求是》杂志上发表《全面提高依法防控依法治理能力，健全国家公共卫生应急管理体系》的重要文章。面对公共卫生体系迫切的改革需求和中国公共卫生事业的长远发展，人才培养是关键。预防医学生是公共卫生人才队伍的重要组成部分，加强其思想政治教育是回应时代和社会需要的高校之责。公共卫生伦理则是公共卫生实践活动的道德准则和规范，对预防医学生的德性发展提出了要求和方向。

一、公共卫生伦理中的马克思主义思想

公共卫生是通过预防控制疾病和伤害，以达到预防疾病、促进人民健康、提高生存质量的目的。公共卫生伦理则是公共卫生实践活动所要遵循的原则和规范，体现着公共卫生行动的价值导向，用以调节活动参与各方之间的关系，为公共卫生行动提供伦理辩护。……
