摘  要：党建工作是高校工作的重要组成部分，“立德树人”是高校工作的根本任务，二者共同服务于高校育人这一中心工作。要提高育人的质量和效益，高校应在全面开展党建工作与大力落实“立德树人”根本任务的基础上积极优化和创新工作机制，不断推动二者深度融合。在新时代背景下，理论上高校党建工作和“立德树人”的内在统一关系为二者融合提供了必要与可能，实践中以学生为中心的育人工作为二者融合奠定了现实基础，而协同视角下高校内部工作机制的优化与创新则为二者深度融合提供了保障。

Abstract： Party building is an important part of the work of colleges and universities. "Cultivating people with morality" is the fundamental task of the work of colleges and universities. Both of them serve the central work of educating people in colleges and universities. In order to improve the quality and efficiency of education， colleges and universities should optimize and innovate the working mechanism on the basis of comprehensively carrying out party building work and vigorously implementing the fundamental task of "cultivating people by virtue"， and constantly promote the deep integration of the two. Under the background of new era， theoretically， the internal unity of party building and moral education in colleges and universities provides the necessity and possibility for their fusion. In practice， student-centered education lays a realistic foundation for their fusion， while the optimization and innovation of the internal working mechanism in colleges and universities from the perspective of collaboration provides a guarantee for their deep fusion.

黨的十八大以来，党中央紧紧围绕“培养什么人、怎样培养人、为谁培养人”这一根本问题，提出了一系列新思想新观点新举措，为新时代高校工作指明了方向、提供了根本遵循。高校的中心工作是育人，而党建和“立德树人”又都是促进高校育人功能的重要组成部分。从系统论的观点出发，要充分实现系统的整体功能，组成部分之间的有机衔接和深度融合十分关键。因此，在理论上厘清高校党建工作与“立德树人”的关系，进而在现实中找准二者的融合点、在实践中总结并创新二者融合机制，不仅非常有必要，而且还显得较为迫切。

一、新时代高校党建工作与“立德树人”是内在统一的关系
