摘要乡村旅游作为乡村振兴的朝阳产业，在脱贫攻坚战略的实施过程中具有不可替代的重要作用。以菏泽市为例，在科学分析当地农村发展和乡村旅游扶贫现状的基础上，借鉴国内外乡村旅游扶贫的实践经验，运用理论分析和模拟建构等方法，通过研发高品质的旅游产品、提高乡村农产品的附加值、创新乡村旅游融资机制、增强生态资本的存量和增量意识、建构乡村旅游扶贫开发机制等乡村旅游扶贫运营模式，在理论和实践层面助推欠发达地区乡村振兴和脱贫攻坚战略的实施。

Study on Implementing the Strategy of Rural Tourism to Promote Poverty Alleviation in Underdeveloped Areas— Taking Heze City as an Example

AbstractRural tourism， as a sunrise industry of rural revitalization， plays an irreplaceable role in the implementation of poverty alleviation strategy. Taking Heze City as an example， based on the scientific analysis of the current situation of local rural development and poverty alleviation by rural tourism， drawing on the practical experience of poverty alleviation by rural tourism at home and abroad， and using the methods of theoretical analysis and simulation construction， countermeasures such as developing high-quality tourism products， improving the added value of rural agricultural products， innovating rural tourism financing system， enhancing the stock and incremental awareness of ecological capital， and constructing the mechanism of rural tourism poverty alleviation and development， will promote the implementation of the strategy of rural revitalization and poverty alleviation in underdeveloped areas both in theory and in practice.

在科學技术日新月异的今天，贫困问题依然是世界各国亟待解决的重大问题，我国作为发展中国家也不例外。改革开放以来，随着经济社会的快速发展，我国农村居民的生活水平逐步提高，但贫困现象依然存在，已经成为制约乡村社会发展的一大障碍，引起了党和政府的高度重视。十八大以来，习近平总书记多次强调一定要打赢脱贫攻坚战，把“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”作为乡村振兴战略的总要求，为贫困乡村振兴确定了发展目标[1]。

数据显示，我国的贫困人口80%以上集中在中西部欠发达地区[2]，菏泽市作为山东省的经济欠发达地区，经济发展相比于东部沿海地区依然落后，贫困问题尤为突出。……
