摘要： 为实现向管理创新要效益、走内涵式发展的道路，马鞍山市烟草专卖局（公司）通过理论与实践有机结合，持续创新驱动，探索出一条行之有效的烟草商业企业标准化管理路径，推动企业可持续发展。论文给出了该公司以文化引领、贯穿业务、机制支撑、管理手段融合为特点的标准化管理体系框架，明晰了标准化实施路径与激励与约束机制、协调机制、评价与持续改善为主体的标准化管理管控机制内涵。作为标准化管理典型示范，该公司实现了企业经济效益、社会效益及技术效益的协同改善和提升，其做法为相关企业推行标准化管理提供了借鉴与参考。

Abstract： In order to realize the management innovation benefit and connotative development， Maanshan Tobacco Company uses the combination of theory and practice and the innovation driven to explore an effective tobacco commercial enterprise standardization management path to promote the sustainable development of enterprises. The paper gives the standard management system framework which takes the integration of culture， business， mechanism， management as the characteristics of the company， clears the standardized management system framework which takes the standardized implementation path， incentive and restraint mechanisms， coordination mechanism， evaluation and continuous improvement as the main content. As a typical example of standardized management， the company achieved the collaborative improvement and upgrading of the economic benefits， social benefits and technical benefits. Its practice provides a reference for the implementation of standardized management.

0 引言

标准化是企业科学管理的重要基础、推动创新的有效手段、提高工作质量和效率的必要保障[1]，其对企业的技术创新、质量改善、成本控制及管理水平提升具有重要的促进作用。而标准标化要转变成企业内在的管理基因，离不开标准化管理这一管理手段的推动。

随着国民经济发展下行压力增大、控烟力度增强以及政策的影响，烟草行业的发展环境变得越来越严峻[2]。为保持持续健康发展，实现由效率导向的发展模式向效益导向发展模式的转变，烟草商业企业需要依靠管理创新挖潜增效、依靠内生性因素提高核心竞争力[3-4]。
