摘 要 高校学生党员发展质量直接影响着高校党建工作和思政工作，关系到党员的整体质量。考核体系是发展党员的入口关，是党员质量的重要保障。本研究通过文献调研结合新时期对大学生党员的要求，在高校学生党员质量提升的量化考核模块设计中设立一级和二级考核指标，形成强具针对性的量化考核体系。

Abstract The quality of party members' development in colleges and universities directly affects the party building work and ideological and political work in colleges and universities， and it is related to the overall quality of party members. The assessment system is the entry barrier for the development of party members and an important guarantee for the quality of party members. Through the literature research and the requirements of the college students in the new era， this study establishes the first-level and second-level assessment indicators in the design of the quantitative assessment module for the quality improvement of college student party members， and forms a highly targeted quantitative assessment system.

1 高校学生党员质量提升的必要性

2014年5月新修的《中国共产党发展党员工作细则》中明确指出，发展党员工作要坚持标准，保证质量。按照控制总量、优化结构、提高质量、发挥作用的制度要求。[1]培养中国特色社会主义事业的优秀建设者和可靠接班人一直以来都是高校须承担起的任务。发展大学生党员，提高大学生党员质量是高校党员队伍建设中的关键所在，亦是高校思政工作的重要组成部分。保证学生党员的发展质量及提高其党性修养是高校党建工作的核心内容。一个党员的党性强弱或其有无党性都会对党的凝聚力、感召力和战斗力产生极大的影响。因此，提升高校学生党员的质量具有十分重要的意义。

2 关于高校学生党员发展问题的研究

国内目前对于高校学生党员发展问题的研究比较丰富，各学者都从不同角度、层面对高校学生党员的发展进行了研究，取得了一定的成果。练崇潮提出，有些青年学生党员在思想理论、先锋模范作用和价值观等方面存在着一定问题。……
