摘要：临沂市作为沂蒙红色旅游的主要分布区，红色旅游取得长足发展。通过文献综述，发现目前尚没有专门针对临沂市红色旅游发展模式的理论总结。在分析临沂市红色旅游基本情况的基础上，总结了临沂市红色旅游发展模式——主题+双轮驱动模式。然后从弘扬沂蒙精神、以民为本、政府有为、市场配置、统筹发展等方面对该模式进行了表征分析。最后提出了进一步促进临沂市红色旅游发展的策略。

Abstract： Red tourism in Linyi City has made great development as the main distribution area of Yimeng red tourism.Through literature review，there was no theoretical summary specifically related to the development model of red tourism in Linyi city. Based on analyzing the basic situation of red tourism in Linyi city，the development model of red tourism in Linyi city，which was defined as the Driven Model by Subject and Two Wheel，was summarized. Then the model was characterized and analyzed from aspects of carrying forward the spirit of Yimeng，focusing on the human beings，having the promising government，allocating resources through the market，and making an overall development. Finally，some countermeasures about the future development of red tourism in Linyi city were proposed.

自2004年中央辦公厅、国务院办公厅印发《2004-2010年全国红色旅游发展规划纲要》以来，全国红色旅游发展迅速，红色旅游教育成效明显，带动区域经济稳步提升。在此发展基础上，红色旅游研究渐成热点，学术界主要对区域红色旅游发展模式进行理论研究，以“红色旅游”、“模式”在中国知网进行检索，将主要红色旅游发展模式进行总结（表1）。

由表1可知，这些旅游发展模式主要立足红色旅游资源，联合其他旅游资源进行旅游产品开发、营销以及区域联动等，缺少针对整个区域进行全方位立体化的总结提炼，对区域红色旅游整体发展模式涉及较少。

也有部分学者关注沂蒙革命老区、临沂市的红色旅游发展。主要集中在红色旅游资源开发[26，27]、发展对策[28]、融合发展[29]、产品设计[30]、品牌塑造[31]、市场营销[32]等方面，但对临沂市、沂蒙革命老区红色旅游发展的整体梳理不够，缺少对该地区红色发展模式的总结。……
