摘 要 美国设立全国教师教育认证委员会、州际教师评价与支持联盟、国家教师专业教学标准委员会和优质教师证书委员会，分别针对候选教师、新教师、优秀教师和杰出教师制订相关的教师专业标准，为美国教师的发展做出巨大贡献。分析美国四大全国性教师专业标准的发展历程和内容，以便借鉴其先进经验促进我国教师教育的发展。

Abstract The United States formed National Council for Accredita-tion of Teacher Education， Interstate Teacher Assessment and Support

Consortium， National Board for Professional Teaching Standards and

American Board for Certification of Teacher Excellence， respec-tively for the candidate teachers， new teachers， outstanding teachers and outstanding teachers to develop the relevant teacher professional standards， made great contribution to the development of teachers in the United States. This paper analyzes the development course and

content of the four national teachers' professional standards in the United States， so as to learn from its experience to promote the deve-

lopment of Chinas education.

1 引言

美國相关专家认为，教师专业标准能在推动教师专业化发展、提升中小学教师教学水平和提高学生学习成绩等方面发挥了至关重要的作用，所以各州政府和各级教育机构非常注重教师专业标准的制定与实施。在过去的六七十年间，美国全国教师教育认证委员会（National Council for

Accreditation of Teacher Education，简称NCATE）、州际教师评价与支持联盟（Interstate Teacher Assessment and Support Consortium，简称INTASC）、国家教师专业教学标准委员会（National Board for Professional Tea-

ching Standards，简称NBPTS）和优质教师证书委员会（American Board for Certification of Teacher Exce-llence，简称ABCTE）等机构合作建立形成符合美国社会发展的教师专业标准体系，这四大机构分别针对候选教师、刚入职新教师、优秀教师和杰出教师制定有关职前、入职和在职教师的专业标准[1]。对美国中小学教师专业标准的制定进程及其内容进行分析研究，有助于我国教育主管部门认识教育发展的客观规律，借鉴美国优秀的经验，为我国建立科学的教师专业标准体系奠定基础，从而推动我国教师教育健康地发展。
