[摘 要] 新时期，中俄合作进入拐点期，黑龙江省应以建设对俄跨境合作区为契机，借鉴我国已建立的“中哈”和“中老”合作区的跨境合作经验和“一区多元”合作模式，探索对俄合作的发展特色优势产业、开展大项目合作及发展重点产业的新路径，并以产业合作为重点设立跨境合作区区域，选择双方具有发展潜力的产业进行合作，争取国家优惠政策支持合作区发展产业基础，大力推进边境地区的城市化建设步伐，进而开创对俄合作新局面。

Abstract： In the new era， China and Russia cooperation has entered the turning point period. Heilongjiang province should take the construction of the cross-border cooperation zone to Russia as an opportunity to learn from the cross-border cooperation experience and the "one district multiple" cooperation model established in China- Kazakhstan and China- Laos cooperation zone， and explore new path for developing featured advantageous industries， large projects and key industries with the cooperation of Russia. And it is suggested that the cross-border region should be set up with a focus on industrial cooperation， and the industries with potential for development will be selected to cooperate， the preferential policy of the state is to support the development of the industrial base of the cooperative zone， and the pace of urbanization in the border areas will be vigorously promoted， so as to open up a new situation of cooperation with Russia.

随着我国“一带一路”构想的实施，沿边地区跨国合作越来越受到重视，其中建立跨境经济合作区已经成为拉动地方经济发展重要引擎。

一、黑龙江省建设跨境经济合作区模式借鉴

进入新时期以来，特别是由于乌克兰事件，俄罗斯地缘环境发生重大改变，中俄合作不仅是历史的必然，也是两国发展的现实要求。普京在任职第二任期间，加大了对俄罗斯远东开发的力度，前所未有的改革了对俄的从开发机制、体制到具体实施措施。2018年是中俄区域合作交流年，开展区域合作已经成为两国合作的重点和未来的发展方向。

中哈霍尔果斯国际边境合作区经过长期酝酿，最终在2012年封关运营。中哈霍尔果斯国际边境合作中心成为我国与其他国家建立的首个国际边境合作中心和世界上第一个跨境的自由贸易区和投资合作中心。……
