摘要:工程造价控制是有效管理建筑工程投资的重要环节，在这激烈的市场竞争新形势下,对工程招投标阶段实施造价控制,降低工程成本,最终取得理想的投资效益,已成为企业经营管理研究的重要课题。本文从招投标阶段工程造价控制的现状入手,对新时期下建筑工程招投标阶段造价的有效控制进行论述。

Abstract: the engineering cost control is the effective management of the important part of the construction engineering investment, in the fierce competition in the market under the new situation, the implementation of project bidding cost control, reduce project costs, and finally obtain the ideal investment returns, and has become the enterprise management study important issue. This paper, from the bidding phase of engineering cost control present situation, to the new time architecture engineering bidding phase of effective control of the cost was discussed.

前言

随着社会经济的迅速发展,基建项目日益增多,建设工程项目造价控制与管理成为建设者尤为重视的问题。通过招标竞争选择承包商，使工程价格日趋合理，这将有利于节约投资，提高投资效益，还能够不断降低社会平均劳动消耗水平，从而工程造价得到有效控制, 对保证和加速经济发展具有非常重要的意义。在建设项目实施的各个阶段中，招标投标是造价控制的关键阶段，招标结果的好坏、直接关系到项目的建设实施的成败。本文正试图通过招标中的关键环节进行分析和研究，进一步认识招标过程中的造价控制方法，以及通过这些方法来合理的确定和有效的控制工程造价。

一、工程造价控制的现状

发达国家重视招投标阶段的工程造价控制,把此阶段的工程造价作为“在当前日益加剧的竞争环境下,其所体现的效益是商业和公司所关心和需要的。”重点加以关注。项目实施中进行招投标,由承包商报价,有关造价的预算工作委托给造价工程师进行,政府项目投资控制主要依据批准的预算,其投资和预算的确定主要依靠已完工程造价的资料进行估算。……
