摘 要：新课改精神要求学校在落实国家和地方课程的同时，结合本校地域特色、传统优势以及学生需求和兴趣开展校本课程。地处农村的广大中小学校，在校本教材的开发和应用方面，都处于刚起步的摸索阶段。笔者从校本教材开发与运用的指导思想、基本准则等角度入手，对其开发与应用的启示与策略进行了深入研究。

【Abstract】The spirit of the new curriculum reform requires schools to carry out school-based courses in combination with the school’s regional characteristics，traditional advantages，and student needs and interests while implementing national and local courses. The vast primary and high schools in rural areas are in the same initial stage of exploration in the development and application of school-based teaching materials. The author starts with the guiding ideology and basic principles of school-based textbook development and application，and conducts in-depth research on the enlightenment and strategy of its development and application.

新课改全面推行后，为促使各个学校自身全面发展，给学校留了一片自主权限较大的“自治领域”，那就是校本教材。学校可以根据当地的具体情况、学校的发展方向，自行选择资源，自行编写教材。对于农村中小学校来说，这既是挑战，也是机遇。广大的农村中小学校可以充分利用本土地域资源，深入发掘乡村文化底蕴，打造校园特色，弘扬朴素的本土文化。校本教材的开发与应用，立足于地方特色文化和学校的实际情况与发展需要，紧密联系社会实践活动，进一步拓展综合素质的塑造空间，确保学生多维度地全面发展。

1.校本教材开发与运用的指导思想

以学校和所在区域具体情况为基础进行课程创新，为课程资源的全面开发奠定坚实的基础，是校本教材很重要的一个开发利用理念。农村中小学在进行校本教材开发与应用的时候，其立足点必须是以家乡经济建设、文化发展为主旋律，美化家乡，宣传家乡，促进学校发展，培养广大中小学生的社会适应能力、生产实践能力和思维创新能力为主要目标。……
