摘  要：该研究在对南疆部分特困地区的经济数据、贫困人口受教育情况、劳动力职业技能培训意愿、创业意愿等调研分析的基础上，结合当地产业结构，尝试从职业技术教育规划、对象、课程设置、教育和培训模式、管理过程等方面提出促进职业教育助力脱贫与就业“精准”度有效提升的途径。

Abstract： Based on the research and analysis of the economic data， the education situation of the poor population， the willingness of the labor force to train vocational skills， the willingness to start a business， and the local industrial structure， this study tries to put forward the ways to promote vocational education to help lift out of poverty and the "precision" degree of employment from the aspects of vocational and technical education planning， object， curriculum， education and training mode， management process and so on.

一、研究背景

2017年9月，人民網刊登习近平总书记在深度贫困地区脱贫攻坚座谈会上的讲话，习近平总书记提出：“要在精准扶贫、精准脱贫上下更大功夫，做到扶持对象精准、项目安排精准、资金使用精准、措施到户精准、因村派人（第一书记）精准、脱贫成效精准。”而要通过生产和就业实现高质量精准扶贫，必须要保证贫困人口具有一定的教育程度或具备一定的适应现代化生产的先进技术。职业教育的主要教育目标是培养技能型人才，通过培养熟练专业的技术技能型人才，提升贫困人口的职业技能、职业道德和职业素养，达到“授人以渔”的目的，从而提升贫困人口人力资源社会价值，增强其就业机会和就业收入，使整个家庭脱贫，从而成为脱离代际贫困的最有效方式。

职业技术教育作为提升人力资本价值的重要手段在脱贫攻坚中的作用逐渐被大家关注，并在各自通过研究和扶贫项目逐步投入实践。现有研究成果主要涵盖了职业教育助力精准扶贫的重要性研究、模式研究、困境和对策研究等方面。……
