摘  要：2020年重大公共卫生事件爆发后，为了及时应对该事件对教学带来的影响，教育部及时提出了网络授课“停课不停学”的应对举措。全国高校积极响应，随即确定了应用互联网在特殊情形下全面开展网络教学的复课方案。该文以新疆科技学院本科专业课线上线下教学实践为例，在调查研究的基础上对重大公共卫生事件的下网络授课教学模式的现状与存在问题进行了讨论和思考，并针对在线授课遇到的网络硬件条件不足、教师信息化教学素养不足、前期准备不足、课堂组织和学生管理难度大、教学平台多而杂、实验课开课受限等问题，提出了相应的解决措施，从而为今后本科高校教学模式创新提供一些思路、经验和启发。

Current Situation and Problems of Promoting Online Teaching in Colleges and Universities

—Take Xinjiang University of Science and Technology as an Example

Abstract： After the outbreak of major public health events in 2020， in order to deal with the impact of the event on teaching in a timely manner， the Ministry of education timely put forward the response measure of “classes suspended but learning continues” for online teaching. Universities nationwide responded positively and immediately established a plan to resume online teaching in special circumstances using the Internet. Taking the online and offline teaching practice of undergraduate professional courses in Xinjiang Institute of Science and Technology as an example， this paper discusses and considers the current situation and existing problems of online teaching mode under major public health events on the basis of investigation and research， and aims at the lack of network hardware conditions， teachers' information-based teaching literacy， lack of early preparation. The corresponding solutions are proposed for the problems encountered in online teaching， such as insufficient network hardware conditions， insufficient information technology teaching skills of teachers， insufficient preparation， difficulty in classroom organization and student management， multiple and mixed teaching platforms， and limited experiment classes， in order to provide some ideas， experiences and inspirations for the innovation of teaching mode in undergraduate universities in the future.

2020年1月，我国突发的重大公共卫生事件对生产生活带来较大的影响。为有效防止病情扩散，全国上下严防严控、果断居家隔离。为应对这次突如其来的公共卫生事件，教育部发布了《关于在疫情防控期间做好普通高等学校在线教学组织与管理工作的指导意见》（以下简称《指导意见》）[1]。指出延期开学期间要积极利用网络平台开展教学确保，做到“停课不停教与学”。新疆科技学院的高校教师服从大局放弃寒假积极准备，于2月下旬如期开始了网络线上授课。

开展线上教学是积极响应国家号召，开展公共卫生事件防控期间教学工作的重要举措，具有十分重要的意义。……
