摘  要：在当今这个全新的信息时代，科学技术的发展给人们生活的方方面面带来很大的变化，在给图书馆提供了新的发展机遇的同时，也对高校图书馆服务水平的提升带来了挑战。图书馆文化建设是以完善图书馆文化为目的进行的一系列建设，肩负着全面服务教学与科研的艰巨任务和神圣使命，涉及到图书馆发展的每个方面。当前图书馆文化存在员工队伍建设、资源宣传推广及学生参与图书馆发展等方面的问题。在总结过去发展情况的基础上，提出了合理配置资源、优化馆舍环境、强化馆员队伍、拓展阅读文化和提升服务水平等图书馆文化建设对策。

Abstract： In today's new information age， the development of science and technology not only brings great changes to all aspects of people's life， but also provides new development opportunities for libraries， but also challenges the improvement of the service level of university libraries. Library culture construction is a series of construction aimed at perfecting library culture. It shoulders the arduous task and sacred mission of comprehensively serving teaching and scientific research， and involves every aspect of library development. At present， there are some problems in library culture， such as staff construction， resource publicity and promotion and students' participation in library development. On the basis of summarizing the past development， this paper puts forward some countermeasures for library culture construction， such as rational allocation of resources， optimization of library environment， strengthening the team of librarians， expanding reading culture and improving service level.

1  圖书馆文化释义

图书馆文化由三部分组成，即物质、精神和制度文化，它是图书馆在进行文献的收藏、借阅、发布等一系列信息传递活动过程中体现出来的文化特征[1-2]。其中，物质文化是高校图书馆文化的重要载体和存在基础，是指建筑、设施、文献资源、借阅环境、功能布局、文化修饰等基础硬件设施和特别环境构建。它反映了高校图书馆的馆藏能力和信息服务能力，体现了服务于教学和科研工作的潜力，是图书馆管理文化和精神文化的物质基础和表现形式。精神文化在图书馆文化建设中占据核心位置，它的形成是一个长期积累的过程，由馆员在图书馆工作实践中共同遵守的价值标准和基本信念，是图书馆文化的灵魂所在，包括办馆理念、精神风貌、职业素养、学习氛围、精神状态和价值观念等。……
