摘要： 根据我国工业发展储备人才制定新工科计划，地方高校应该根据发展制定相适应的人才培养计划。地方大型企业具有雄厚的研发实力及行业的特色，是培育应用型人才优渥的土壤，因此，培养方案应综合地方高校、企业及地方政府三者的天然优势。以学生为本，培养学生的综合能力。政府方面，应宏观把控、施策，建立健全校企合作管理的机制;学校角度，建立综合能力与素质的课程体系，充实师资队伍，校企深度合作开展实践训练，理论实践实现无缝衔接;企业层面，把握市场导向，建立合理的考评机制，有针对性的培养适应社会需求、具有工程应用能力兼创新能力的应用型人才，三者有机统筹。本文提出六个层次的“二元制”机械工程人才培养方案，以保证新工科背景下机械工程专业的可持续性发展。

Abstract： According to China's industrial development reserve talents to formulate new engineering plans， local colleges and universities should formulate appropriate talent training plans based on development. Local large-scale enterprises have strong R&D strength and industry characteristics， and are excellent soil for cultivating applied talents. Therefore， the training plan should integrate the natural advantages of local universities， enterprises and local governments. Focus on students and cultivate students' comprehensive abilities. On the government side， it should macro-control and implement policies to establish and improve the school-enterprise cooperation management mechanism; from the school's perspective， establish a comprehensive ability and quality curriculum system， enrich the teaching staff， conduct in-depth cooperation between schools and enterprises to carry out practical training， and achieve seamless connection between theory and practice; At the enterprise level， grasp the market orientation， establish a reasonable evaluation mechanism， and cultivate application-oriented talents who can adapt to social needs and have engineering application capabilities and innovation capabilities. The three are organically coordinated. This article proposes a six-level "dual system" mechanical engineering talent training program to ensure the sustainable development of mechanical engineering under the background of new engineering.

1  背景

2017年2月，教育部吹响了“新工科”计划的号角，国内高校积极响应，全力配合，开始探索工程教育发展中国特色的模式，助力建设工业强国[1]。

我国已经是工业大国，要向着世界科技强国发展，唯有抓住创新才可抢占先机，高校作为培育人才的土壤，其人才培养计划与方案尤为关键。工程教育牵涉多领域工程领域相关企业，应引导高校主动建设面向新型工程教育的培养方案，升级换代传统工程教育模式与企业生产研发联动，培养适应社会需求，引领工程创新的人才，力争形成以高校为主体，政府引导，校企深度合作的育人模式，打破学校与企业间的壁垒[2]。……
