摘  要：新时代的创新创业教育，要坚持问题导向，围绕“为谁培养人”“怎样培养人”“由谁来培养人”的基本思路深入改革实践。经过近10年的探索，围绕“立德树人”根本任务，凝练以思政为引领的创新创业教育理念，建立了思创深度融合机制，将思政教育贯穿创新创业教育全过程;坚持循序渐进、因材施教的原则，围绕“学生、师资、课程、基地”四个核心要素，创建了双创通识教育、专创融合教育、科创实践教育的分层分类双创育人模式;实施“政策、资金、技术、人才”创新要素跨界合作，有效汇聚优质创新创业教育资源，搭建了进阶式创新创业训练平台，在深度和广度上取得显著成效。

Abstract： In the education of innovation and entrepreneurship of the new era， we should adhere to the problem-oriented approach and carry out practice of reform in depth based on the essential ideas of "who to train for"， "how to train for" and "by whom to train for". After nearly 10 years of exploration， centering on the fundamental task of "cultivating people with moral education"， the innovation and entrepreneurship education concept guided by ideology and politics has been refined. A mechanism has been set up for the deep integration of thinking and innovation， with ideological and political education running through it. Adhering to the principle of gradual improvement and individualized education， and centering on the four core elements of "students， teachers， courses and bases"， we have established hierarchical cultivating modes of combining innovation with entrepreneurship， professionalism and science. Carrying out cooperation integrated with elements of "policy， capital， technology and talent"， we effectively pooled high-quality innovation and entrepreneurship education resources， and set up an advanced training platform， which has achieved remarkable results in depth and breadth.

創新驱动发展战略实施以来，人民群众的创造潜能得到充分激发，营造了“大众创业、万众创新”的新势态。2018年9月10日，习近平总书记在全国教育大会提出“要把创新创业教育贯穿人才培养全过程，以创造之教育培养创造之人才，以创造之人才造就创新之国家”，倡导“处处是创造之地，天天是创造之时，人人是创造之人”的教育氛围;2015年10月，李克强总理对中国“互联网+”大学生创新创业大赛作出重要批示：“把创新创业教育融入人才培养，切实增强学生的创业意识、创新精神和创造能力”“厚植大众创业、万众创新土壤，为建设创新型国家提供源源不断的人才智力支撑”。可以说，新时代开展创新创业教育，是实施国家创新驱动发展战略、实现经济高质量发展、推进高等教育综合改革、促进高校毕业生更高质量创业就业的重大战略举措和迫切需求。……
