摘要 农业是国之根本，在当前“供给侧改革”中，最关键的改革要素在“人”，新形势下，新型职业农民应运而生，为适应农业现代化发展，他们必须要满足观念、文化层次、素质、技能和创新等多项要求。介绍了新型职业农民的概念和农业“供给侧改革”的内涵，分析了农业“供给侧改革”对新型职业农民的要求，提出了农业“供给侧改革”视域下新型职业农民素质提升的路径，期望通过对新型职业农民素质的提升，助力乡村振兴战略的实施。

Research on the Improvement of the Quality of New-type Professional Farmers from the Perspective of Agricultural “Supply-Side Reform”

Abstract Agriculture is the foundation of the country. In the current “supply-side reform”， the most critical element of reform is “people”. Under the new situation， new types of professional farmers have emerged. In order to adapt to the development of agricultural modernization， they must meet many requirements such as the concept and culture level， quality， skills and innovation.This article introduces the concept of new-type professional farmers and the connotation of agricultural “supply-side reform”， analyzes the requirements of agricultural “supply-side reform” for new-type professional farmers， and proposes ways to improve the quality of new-type professional farmers from the perspective of agricultural “supply-side reform”. It is expected that through the improvement of the quality of new-type professional farmers， it will help the implementation of the rural revitalization strategy.

为缓解经济社会中存在的供需矛盾，提升经济增长的质量和数量，实现要素配置优化，国家提出了“供给侧改革”这一关系国内经济结构改革的重大措施。农业结构改革是国家经济结构实现“精准供给，有效供给”中不可或缺的关键环节，其实现的核心和首要问题就是“人才”问题。通过调整农业供给结构，提高农产品供给的有效性，才能推动我国农业的提质增效，从根本上破解农业发展难题，助推农业现代化发展。培养适应时代要求的新型职业农民，既可以提高他们对于土地的管理水平，进行高效的生产并合理地节约资源，从而确保国家的农业粮食安全有效的发展[1];还可以有助于改造传统农业，提升农业人力资本素质和农产品技术含量，提高农业综合效益和竞争力，增强农业现代化和新型城镇化的发展动力，助力乡村振兴战略的实施。……
