摘要 我国自然保护地经历了70年的发展，逐渐形成了完善的建设体系，也建立了相应的法律法规对其进行规制，但我国自然保护地在建设过程中还存在一些问题。针对存在的问题，指出创新自然保护地建设模式是自然保护地体系不断发展和完善的必然要求，并从建立体系完整的自然保护地法律构架、整合优化各类自然保护地、拓宽公众参与渠道3个方面提出自然保护地建设模式新思考。

Innovative Research on the Construction of Nature Reserves

Abstract After 70 years of development， Chinas nature reserves have gradually formed a complete  construction system and established corresponding laws and regulations to regulate it. However， there are still some problems in the construction process of Chinas nature reserves.In response to existing problems， this paper points out that innovating the construction model of nature reserves is an inevitable requirement for the continuous development and improvement of nature reserve system， and puts forward new thinking on the construction mode of nature reserves from three aspects： establishing a complete legal framework of nature reserves， integrating and optimizing various nature reserves， and broadening public participation channels.

自然保護地是生态建设的核心载体、中华民族的宝贵财富、美丽中国的重要象征。2019年1月23日，中共中央全面深化改革委员会议强调，要创新自然保护地管理体制机制，形成自然保护地管理体系。2019年6月23日，中共中央、国务院下发《关于建立以国家公园为主体的自然保护地体系的指导意见》（以下简称《指导意见》）提出理顺管理体制，创新运行机制，强化监督管理，完善政策支撑，建立以国家公园为主体的自然保护地体系，为建设美丽中国、实现中华民族永续发展提供生态支撑。为落实党中央、国务院的决策部署，2020年6月，国家发展改革委、自然资源部下发《全国重要生态系统保护和修复重大工程总体规划（2021—2035年）》（以下简称《总体规划》）将自然保护地作为生态系统保护和修复的一项重大工程，为2035年基本实现社会主义现代化和建设美丽中国奠定坚实的生态基础。……
