摘 要：基于Rothwell和Zegveld提出的政策工具理论和档案学理论中对档案工作的分类，构建了由政策工具（X维度）、事业领域（Y维度）和时间演进（Z维度）组成的三维分析框架，以此为基础，采用文本内容分析法，提取基于国家层面的8份档案事业政策文本内容单元并进行量化统计分析，得出以下结论：档案事业政策建设成就突出体现在政策的连续性和动态稳定性，档案政策嬗变过程与国家档案事业发展需要相适应，但仍存在政策工具结构不合理、各工作领域政策聚焦程度不平衡、以及由政策滞后产生的政策真空问题。建议促进档案事业政策工具结构的合理化、推动档案事业各个工作领域平衡发展、加强政策真空的针对性政策补充。

A Quantitative Study on the Evolution of Archives Policy from 2000 to 2025

——Analysis of the Policy Text Based on the Archives Business

Abstract：Based on the policy tool theory proposed by Rothwell and Zegveld and the classification of archival work in the archives theory， a three-dimensional analysis framework consisting of policy tools （X dimension）， career field （Y dimension） and time evolution （Z dimension） is constructed to based on this framework， using the text content analysis method， extracting 8 archives policy text content units based on the national level and performing quantitative statistical analysis， the following conclusions are drawn： the achievements of the archives policy construction are prominently reflected in the continuity and dynamic stability of the policy .The evolution process of archives policy meets the needs of the development of national archives. However， there are still unreasonable policy tool structures， unbalanced policy focus in various fields of work， and policy vacuum caused by policy lag， and then put forward suggestions： should promote the rationalization of the archives business policy tool structure， promote the balanced development of various work areas of the archives business， and strengthen the targeted policy supplement of the policy vacuum.

1 引 言

檔案事业是由档案工作者所从事的、具有一定目标和规模的、对社会发展有重要影响的一项专门活动[1]。我国在建国之初就确立了建设现代档案事业体系的目标，档案事业被党和政府视为国家事业的重要组成部分。经过70多年的发展，我国档案事业已经取得了傲人成就，经济、社会、文化、政治效益日渐凸显[2]。加强对档案事业的研究，有利于进一步发挥档案事业对经济、政治、社会发展的基础支撑作用。

目前，关于档案事业政策文本的研究甚少，笔者在CNKI中以“档案事业AND政策分析”为关键词，时间设置为2021年7月29日，仅检索到3篇文章。分别是胡蕾的《中国档案事业法规政策文本量化研究》对档案法规政策文本进行内容分析，得出档案法规政策体系中政策工具使用存在的问题并提出建议[3]；……
