摘 要：档案治理主体多元化是档案治理区别于传统档案管理的重要特征。政事型、服务型、知识型、参与型主体对应的依法治理、元治理、协同治理等治理方式蕴含着档案治理的本质思维，主体间的确权、放权、分权与赋权揭示了档案治理的内在逻辑，完善档案权利制度、培育档案治理伦理、提升档案治理能力是实现档案治理效能增量的实践路径。

Archives Governance from the Perspective of Governance Subject： Essential Thinking， Internal Logic and Efficiency Increment

Abstract： Diversification of the subjects is an important feature that archives governance differs from traditional archives management. Government-oriented， service-oriented， knowledge-based and participatory subjects corresponding governance modes， such as law-based governance， metagovernance and collaborative governance， contain the essential thinking of archives governance. The affirm， decentralization， decentralization and empowerment among subjects reveal the internal logic of archives governance. The practical path to realize the incremental goal of archives governance efficiency is to perfect the archives rights system， cultivate the archives governance ethics， and enhance the archives governance abilities.

在国家治理时代，国家治理体系与治理能力现代化的宏观目标与档案事业后现代转型的内生需求，共同推动档案事业由管理范式向治理范式转变。在治理环境中，作为档案治理事务承担者的档案治理主体呈现出多元化的特征。以档案主管部门和档案公共服务机构为代表的政事型主体、以档案中介服务机构为代表的服务型主体、以档案学会和档案智库为代表的知识型主体和以社会公众为代表的参与型主体在档案治理实践中都扮演着重要角色。同时，档案治理主体也以其能动性、可塑性和发展性特征影响着档案治理的效能。当前，学界对档案治理问题的研究主要集中于档案治理的涵义、内容、特征、功能、理论框架等认识性问题[1-3]，参与全球档案治理路径探索、档案治理体系与治理能力建设以及档案治理现代化转型等实践性问题上[4-7]。相较之下，基于主体视角的档案治理研究相对有限且大多围绕主体角色定位展开。……
