摘 要：《“十四五”全国档案事业发展规划》蕴含着丰富的人文关怀理念，对相关工作的开展具有重要的保障和指导作用。文章研究了人文关怀理念在《规划》中的主要表现，即根本利益的保障、法定权利的保障、职业情感的重视和职业发展的保障等，并系统梳理和分析了其提出的相应任务，可为充分发挥人文关怀理念在制定政策和规划中的依据作用及推动相应档案工作开展中的动力作用提供启示。

On the Presentation and Realization of Humanistic Care Concept in the 14th Five-Year Plan for the Development of National Archives

Abstract： The 14th Five-Year Plan for the Development of National Archives contains a rich philosophy of humanistic care， which is an important guarantee and guide for the development of related work. This paper summarizes the main manifestations of the concept of humanistic care in the Plan， namely the protection of fundamental interests， the protection of legal rights， the importance of professional emotions and the protection of professional development， and systematically composes and analyzes the corresponding implementation strategies proposed by it. It can provide insight into the role of the humanistic concept in formulating policies and planning and in promoting the full play of the dynamic role in the development of the corresponding archival work.

1 引 言

俞吾金教授指出，“人文關怀构成了马克思哲学的一个根本性的维度”[1]；2007年10月15日，中共十七大报告第一次旗帜鲜明地提出了注重人文关怀的观点，充分体现了党对人性和权利的尊重。2021年1月1日，《中华人民共和国民法典》开始施行，其将人文关怀的理念置于最为核心和关键的地位。人文关怀理念不仅要深入人心，融入社会主义核心价值观，还应植入党和国家的各项事业中去。

人文关怀是“对人的价值、人的个性、人的尊严、人的地位、人的发展、人的自由的关注、爱护与尊重，其核心是对人的精神价值的重视和对人性的关怀”[2]。在档案事业中践行人文关怀理念的核心要求在于尊重人的权利、保障人的利益、满足人的需求、重视人的发展、关心人的情感等，上述各项内容之间密切联系又层层递进。《“十四五”全国档案事业发展规划》（以下简称《规划》）是新时期我国各级各类档案部门更好履职尽责的重要依据，也是档案人迎接新机遇、新挑战，推动档案事业高质量发展的行动纲领。……
