摘 要：科学规划和有序部署是中国档案事业繁荣发展的前提和基础。《“十四五”全国档案事业发展规划》首次以工程项目形式明确未来五年我国档案工作任务重点和突破口，推动档案工作加紧走向依法治理、走向开放、走向现代化，助力中国档案事业加速迈上新台阶。结合各项工程提出原因、背景，深入解析七项工程分别蕴含的目标指向，为《“十四五”全国档案事业发展规划》的深入贯彻提供借鉴和参考。

——Analysis of The 14th Five-Year Plan for National Archival Undertaking

Abstract：Scientific planning and sequential deployment are the prerequisite and foundation for the prosperity and development of Chinese archival undetaking.It is the first time to clarify the priorities and break throughs of Chinese archives work in the form of projects in the 14th Five-year Plan for National Archival Undertaking，that will promotes our archives work to move towards lawbased governance，openness and modernization，and also accelerates Chinese archival undertaking to a new level.According to the background，well parse the target of the seprojects respectively contained to provide reference for The 14th Five-Year Plan for National Archival Undertaking.

1 引 言

習近平总书记指出：“用五年规划引领经济社会发展，是我们党治国理政的一个重要方式。”[1]为贯彻落实党的十九届五中全会精神和《中华人民共和国国民经济和社会发展第十四个五年规划和二〇三五年远景目标纲要》部署，2021年6月初，中共中央办公厅、国务院办公厅联合印发《“十四五”全国档案事业发展规划》（以下简称《规划》），展现党和国家对档案事业高度重视和深切关怀的同时，生动描绘未来五年我国档案事业发展蓝图[2]。相较《全国档案事业发展“十三五”规划纲要》，此次《规划》最大亮点为在“主要任务”版块设置专栏，以工程项目形式明确档案治理体系、档案资源体系、档案利用体系、档案安全体系、档案信息化、档案科技创新、档案人才培养、档案对外交流合作等方面工作重点和突破口，便于真正将档案事业建设落到实处，为档案事业高质量发展提供科学思想引领和具体行动指南，助力中国档案事业加速迈上新台阶。……
