摘 要：本文依据南京高等院校在售后服务方面出现了配送与安装相分离现象这一特点，对高等院校提出高等院校自备汽车调度问题，并对此问题进行深入的研究。首先，阐述了高等院校自备汽车调度的含义，分析了南京市高等院校自备用车调度现状问题，以公共预算作为理论依据研究怎样建立合理的监督机制;用公共选择理论研究怎样建立科学的汽车管理制度。

Self-provided Car Dispatch Management in Colleges and Universities

Abstract：Based on the characteristics of the separation of distribution and installation in the after-sales service of Nanjing colleges and universities， this paper proposes to colleges and universities the problem of autonomous vehicle scheduling in colleges and universities， and conducts in-depth research on this problem. Firstly， it explains the meaning of self-provided vehicle dispatch in colleges and universities， analyzes the current situation of self-reserved vehicle dispatch in colleges and universities in Nanjing， and studies how to establish a reasonable supervision mechanism based on public budget; and how to establish a reasonable supervision mechanism and scientific automobile management system with public choice theory.

1 引言

本文研究主要是針对南京市高等院校的自备汽车调度问题，分别就某一个学校或者某一类学校和多个学校情况下对高等院校自备用车调度问题进行研究。该研究怎么有利于提高车辆的使用配送效率，降低车辆运输成本，提高运输服务，同时也扩展了高等院校自备汽车调度问题的今后研究方向，对指导高校使用车辆有现实意义和理论意义。

2 高等院校自备汽车调度问题概述

2.1 我国高等院校自备用车现况

我国高等院校自备用车的配备以及怎么使用问题都有相关的规定，按照国家政府部门对各大高校各部门的相关职能、人员配置等方面，对高等院校自己用车需求来进行合理使用。高等院校使用自备车辆的都是各行政部门，各个部门应当按照各自的实际使需要情况，按照现行有效的用车制度有计划的合理使用车辆，并且承担在车辆使用过程中所发生的各种费用，其中还包括使用过程中所产生的人员开支，所有费用由各使用部门自己的财政来支付，而以前都是只需要申请审批，所以基本上是无偿的在使用，实际上也有部分院校或院系在使用公车过程中是自己先支付一定的成本费用，后期再从财政中支出。……
