摘 要：近年来，在城市发展中，交通问题日益成为阻碍城市发展的重要障碍。电动自行车交通事故发生率近些年呈现直线上升的趋势，对于电动自行车道理安全的规范化、合理化管理优化是我们现在急需解决的，为了贯彻落实国家的法律法规、助推群众养成安全的驾驶习惯，本文以南京市仙林大学城内的居民、外卖配送员、环卫工人和执法人员为调查对象，通过问卷调查和访谈的方式对电动自行车的道路安全管理问题进行了一定的研究，发现了很多迫在眉睫、待需解决的问题，对于南京市仙林大学城的交通安全管理提出了二三建議。

The Road Safety Management Problems of Electric Bicycles and Countermeasures

——Based on the Survey of Nanjing Xianlin University Town

Abstract：In recent years， in urban development， traffic problems have increasingly become an important obstacle to urban development. The incidence of electric bicycle traffic accidents has shown a straight upward trend in recent years. The standardization and rationalization of electric bicycle safety is what we urgently need to solve， to implement national laws and regulations and help people develop safe driving habits. This article takes residents， food delivery staff， environmental sanitation workers and law enforcement personnel in Xianlin University Town of Nanjing City as the survey objects. Through questionnaire surveys and interviews， a certain research on the road safety management of electric bicycles has been carried out， and many imminent problems that need to be resolved， have been found， and two or three suggestions for the traffic safety management of Xianlin University Town in Nanjing City are put forward.

1 引言

从2014年到2019年的六年间，电动自行车在道路交通事故中造成了人员伤亡。6.48万起，造成死亡8431人、受伤6.35万人、直接财产损失1.95亿元，电动自行车的交通违章事件、交通事故和死亡人数逐年增加。电动自行车作为人们短途出行最喜爱的交通方式之一，在道路上越来越常见，据中国自行车协会统计，我国电动自行车产量连年增长，年销量超过3000万辆，社会保有量接近3亿辆。电动自行车的管理不能跟上电动自行车的发展，导致电动自行车的道路安全管理问题越来越严重。2020年5月18日，公安部交通管理部署局颁布了《公安部交管局部署“一盔一带”安全守护行动》，在6月1日后具体实施。根根据我国《道路交通安全法》规定，电动自行车只能乘坐1名成年人并可带一名12岁以下的儿童，如果驾驶者已满12周岁未满16周岁则不能带人，骑乘电动摩托车的人员不允许带儿童。……
