摘 要：生态权利就是人们在实现生态利益、满足生态需要的过程中应当享有的平等资格。具体来看，生态权利包括生态知情权、生态享受权、生态建设权、生态利益维护权等权益。在中国特色社会主义实践中，要把实现人民群众的生态权利作为生态文明建设的重要方面。为此，就需要做好绿色发展这篇大文章，同时还要运用必要的法律手段和法治措施，以及教育引导人民群众自觉地、理性地、合法地维护生态权利。

On the System Composition and Realization Path of Ecological Rights

Abstract： Ecological rights are equal qualifications that people should enjoy in the process of realizing ecological interests and satisfying ecological needs. Specifically， ecological rights include the right of ecological knowledge， ecological enjoyment， ecological construction， and  the  ecological interest  of  maintenance rights. In the practice of socialism with Chinese characteristics， the realization of the ecological rights of the people should be regarded as an important aspect of ecological civilization construction. To this end， it is necessary to do a good job in green development. At the same time use necessary legal means and legal measures， educate and guide the people to consciously， rationally and legally safeguard their ecological rights.

本质上看，人们是通过劳动进行人与自然之间的物质变换，生态价值就是人与自然之间需要与需要的满足、目的与目的的实现关系。在新时代中国特色社会主义的实践语境下，要使生态价值的实现真正符合人民群眾的利益和要求，就必须在经济社会发展过程中不断地实现好、维护好人民群众的生态权利。可以说，生态权利既是生态价值的社会表征，也是生态价值的社会要求。……
