摘 要：随着网络技术的不断升级迭代，移动通讯设备传输速率从2G技术下的20Kb/s增长到5G时代的100Mb/s，呈现几何级增速，与之相对应的媒介形态、传播内容、传播效果等也具备了新的特点。文章通过分析通信技术从2G到5G时代历程中的媒介生态表征，对网络舆情发展阶段的节点进行了划分，并利用典型案例进一步阐述各阶段网络舆情的形成及其特征，最后对技术赋权带来的网络舆情挑战提出了应对性思考。

From 2G to 5G： Research on the Characteristics of Network Public Opinion Driven by Technology

Abstract： With the continuous upgrading and iteration of network technology， the transmission rate of mobile communication equipments has increased from 20KB /s in the 2G technology to 100MB /s in the 5G era， showing a geometric growth rate， meanwhile， corresponding media form， communication content and communication effect have also acquired new characteristics.By analyzing the media ecological representation in the process of communication technology from 2G to 5G era， this paper divides the nodes in the development stages of network public opinion， further elaborates the formation and characteristics of network public opinion in each stage by using typical cases， and finally puts forward countermeasures to the challenges of network public opinion brought about by technology empowerment.

一、 研究缘起

“我们用新媒介和新技术使自己放大延伸”[1]，麦克卢汉“媒介即讯息”的相关论述在今天依然备受推崇，探究技术赋权下的网络舆情生态仍具借鉴意义。

从人类有传播活动以来，从语言到文字，从印刷术到电子媒介，传播媒介不断更新换代，并“深刻影响着社会结构”[2]。

媒介技术驱动下，媒介传播形态快速迭代更新。自2G技术诞生以来，不同的媒介形态对传播的影响也愈发凸显，“每一次移动通信技术的迭代升级都被认为是一场划时代的跨越”[3]。“只要有新的革命性技术生成，就必然会有新的不同以往的新闻生产传播方式出现。”[4]“一个新媒介的介入，就是一个特殊的历史关口。”[5]

在“技术赋权”的背景下，“通过在网络空间的互动，国家和社会力量在相互改造”[6]。……
