【摘  要】电力市场化交易是电力体制改革的核心内容之一，是降低企业用电成本、推进供给侧结构性改革、促进工业经济发展的重要举措。随着辽宁省政府将电力市场化交易列入“重强抓”工作任务之后，辽宁省电力市场化改革持续稳步深化。盘锦市电力市场化交易不断深入，从而降低了企业用电成本，使得电力市场化交易取得明显成效。

【Abstract】Electricity market-oriented transaction is one of the core contents of electricity system reform. It is an important measure to reduce the cost of electricity for enterprises， promote the supply-side structural reform， and promote the development of industrial economy. With the Liaoning Provincial Government listed the electricity market-oriented transaction as a "key and major" task， the reform of the electricity market-oriented in Liaoning Province continued to deepen steadily. Electricity market-oriented transaction in Panjin continues to deepen， thus reducing the cost of electricity for enterprises， making electricity market-oriented transaction achieve remarkable results.

1 基本情况

自2015年新一轮电力体制改革以来，按照辽宁省工信厅的统一要求和部署，积极推进盘锦市电力市场化交易工作，不断扩大交易规模和范围，持续提高电力交易市场化程度。

1.1 准入条件不断放开

从准入电压等级看，由66kV放宽到10kV再到现在取消电压等级限制;从准入行业类别看，由执行大工业电价的工业企业扩大到一般工商业企业;从准入年用电量看，由2000万千瓦时及以上降到1000万千瓦时及以上又下降低到100万千瓦时及以上，再到现在取消电量门槛限制，全面放开经营性电力用户准入。

1.2 准入户数不断增加

2015年北方华锦化学工业股份有限公司和北方沥青燃料有限公司成为首批准入的两户企业，2016年盘锦和运新材料有限公司获得准入资格，2017年辽河石油勘探局有限公司等24户企业获得准入资格，2018年准入企业户数累计达到120户，2019年准入企业户数累计达到139户，2020年准入企业户数已累计到达153户。同时，已有5家售电公司参与电力市场化交易。……
