【摘  要】发展高科技，实现产业化，是国家对科研院所提出的战略发展要求。中国的科研院所拥有雄厚的科研资产，聚集了大量的科技人才，是高新技术研发的核心力量。同时，科研院所利用自身科技和人才优势进行科技成果转化，能够培育新的经济增长点，可以弥补院所经费不足，稳定科研队伍，培养创新型人才。如何根据自身情况，加速科技成果转化，发展产业化经营，是各科研院所面临的重要问题。论文提出科研院所产业化发展的意义，针对国内一般科研院所的管理模式进行了研究，分析其优势及劣势，并以某科研院所为例，描述了某科研院所多年以来产业化发展的成就及不足之处，并有针对性地提出改进的模式及科技成果产业化的发展建议。

【Abstract】Developing high technology and realizing industrialization are the strategic development requirements of the state for scientific research institutes. China's scientific research institutes have abundant scientific research assets and have gathered a large number of scientific and technological talents， and are the core strength of high-tech research and development. At the same time， scientific research institutes can make use of their own advantages in science and technology and talents to transform scientific and technological achievements， which can foster new economic growth points， make up for the lack of funds， stabilize the scientific research team and cultivate innovative talents. How to accelerate the transformation of scientific and technological achievements and develop industrial management is an important problem faced by all scientific research institutes according to their own conditions. This paper puts forward the significance of the industrialization development of scientific research institutes， studies the management mode of domestic general scientific research institutes， analyzes their advantages and disadvantages. Taking a scientific research institute as an example， this paper describes the achievements and shortcomings of its industrialization development over the years， and puts forward the improvement mode and the development suggestions of the industrialization of scientific and technological achievements.

1 引言

科研院所是科研创新的主体，也是高新技术研发的核心力量，加快产业化发展是利用科技优势带动国民经济快速发展的客观需要。同时，科研院所利用科技和人才优势发展科技成果转化，也在弥补院所经费不足、稳定科学队伍、培养科技人才等方面发挥着重要作用。近些年，一批科研院所在国家的支持下，在多个领域取得了极大的成功，推动了社会的发展，但也有不少产业未能做大做强，其中，缺乏整体规划、企事业产权关系不顺、管理体制不规范、院所干预过多等原因是影响科研院所产业化发展的重要原因，因此，选择适当的发展模式，对科技成果产业进行科学规范的管理，是加速科技成果产业化发展的有效途径。……
