摘 要：采用文献资料、专家访谈、实地调研、对比分析等研究方法，从“双一流”背景下我国大学“一流体育”建设的理论层面出发，明确了我国大学“一流体育”建设的发展定位和目的任务;从“双一流”背景下我国大学“一流体育”建设的实践层面出发，提出了一流管理、一流师资建设、一流运动参与、一流场地设施完善、一流竞技体育成绩提升等方面的策略。

Construction of "first-class sports" in Chinese universities under the background of "double top" initiative

Abstract：First-class physical education is an indispensable symbol of first-class universities. In the process of building first-class universities in China， universities and colleges should make their due contributions. In this paper， using the methods of literature， expert interview， field research， and comparative analysis， starting from the theoretical level of "first-class sports" construction in Chinese universities under the background of "double top" initiative， this paper makes clear the development orientation and the goal and task of the construction of "first-class sports" in Chinese universities; and starting from the practice level， this paper puts forward the construction strategies of first-class management， first-class teacher construction， first-class sports participation， first-class facilities perfection， first-class athletic sports achievement promotion.

1 “双一流”建设对我国大学体育提出新要求

为了全面提高我国的高等教育质量，自20世纪90年代以来，国家相继启动了一系列的大学建设项目，如“211工程”“985工程”和“2011计划”等，通过优中选优，重点建设，使我国高等教育获得了跨越式发展，在教育体系、办学规模、教育质量、综合实力和国际影响力等方面都取得了长足的进步，对我国经济建设、科技发展和社会进步做出了重要贡献。取得的成绩有目共睹，但也存在整体办学水平与世界一流大学相比还有差距，世界顶尖学科数量与大学总体数量不匹配，基础学科发展乏力，专业设置适应区域经济社会建设能力较弱，自主创新能力不强，人才培养质量不高等问题[1]。面对这些问题，2015年10月，国家颁布了《统筹推进世界一流大学……
