摘 要 发挥“形势与政策”课程实效是高校落实立德树人根本任务的重要环节。从依托“课程思政”协同育人环境、融入高校地域特色内容以及利用全媒体信息化教学方法三方面入手，可突破课程形式化，提升课程实效性，促使课程真正在大学生群体中入脑入心。

Abstract Giving full play to the real effect of the curriculum "Situation and Policy" is an important part for universities to carry out the fundamental task of strengthening morality and cultivating people. Relying on three aspects which are relying on the collaborative education environment of "ideological and political education of curriculum"， integrating the regional characteristic content and utilizing the all-media informationized teaching method， we can break through the formalization and improve the effectiveness of the curriculum， and make it really enter the mind and heart of students.

“形勢与政策”课程是新时代高校五门必修公共思想政治理论课之一。2018年教育部发布《关于加强新时代高校“形势与政策”课建设的若干意见》，意见指出“形势与政策”课程作为高校思想政治理论课的重要组成部分，在大学生思想政治教育中具有无法取代的重要性。2019年习近平总书记做思想政治理论课教师座谈会重要讲话，指出“思政课是落实立德树人根本任务的关键课程，思政课作用不可替代，思政教师队伍责任重大”。[1]同一年中共中央宣传部和教育部印发《新时代学校思想政治理论课改革创新实施方案》，进一步提出“充分发挥思想政治理论课在立德树人中的关键课程作用”。可见包括“形势与政策”课程在内的高校思想政治理论课肩负培养合格的社会主义建设者和接班人的重要使命。

但是，思想政治理论课如何更加贴近青年学生是此系列课程实践中所面临的迫切问题和现实困境。尤其“形势与政策”课程，是对学生进行形势与政策教育的主要渠道，围绕习近平新时代中国……
