摘 要 在我国社会现代化发展水平不断提高以及教育改革力度不断深入的背景下，区级公共图书馆整体建设水平呈现出前所未有的上升势态，并且在现代化建设理念以及多元化发展措施的辅助下，区级公共图书馆总分馆制建设得到了全面发展。本文通过对公共图书馆总分馆制相关内容的详细介绍，以福州市为例，对区级公共图书馆总分馆制的建设途径展开全面思考。结合对其他地区成功经验的有效借鉴，为我国区级公共图书馆总分馆制建设水平的进一步提高奠定坚实基础。

Abstract Under the background of the continuous improvement of the development level of social modernization and the deepening of education reform， the overall construction level of district level public libraries has shown an unprecedented rising trend. With the assistance of the concept of modernization construction and diversified development measures， the construction of district level public library general branch system has been comprehensively developed. Based on the detailed introduction of the relevant contents of the general branch system of public libraries， Taking Fuzhou as an example， this paper makes a comprehensive thinking on the construction of the general branch system of district level public libraries. Combined with the successful experience of other regions， it lays a solid foundation for the further improvement of the construction level of the general branch system of district level public libraries in China.

根據对福州市26个区的公共图书馆总分馆制建设情况展开的大量实际调查研究能够发现，在各级政府的英明领导下，各区级公共图书馆总分馆制建设理念得到了全方位的落实。特别是在“关于推进区级文化馆图书馆总分馆制建设的指导意见”“关于加快构建现代公共文化服务体系的意见”等相关政策措施的支持下，使得目前我国福州市区级公共图书馆总分馆制整体建设水平处于高度发展阶段，甚至在一部分地区已经进入成熟发展阶段。2018年，“中华人民共和国公共图书馆法”正式诞生，其以法律条文的身份，对各区级人民政府提出了多样化的要求，不仅要求区级人民政府要将能够满足当地实际发展需求和特色的区级公共图书馆作为总馆，而且还要将区域内的社区图书室和综合文化站作为基层服务点或者分馆，以此成立区级公共图书馆总分馆制。……
