摘 要 基层图书馆内源发展是以人的需求为导向，用系统思维来提高基层图书馆效能的一种发展理念和发展模式，相较传统的要素投入模式，更强调发展的质量及发展过程中的社会和人文现象。基层图书馆内源发展的目标之一在于以较小的增量投入激活巨大的存量，使其能通過发展来表现自身的能动性。文章探讨了基层图书馆内源发展动力机制形成的现实基础与障碍，并提出了推进基层图书馆内源发展的策略，希望对促进我国基层图书馆的可持续发展具有一定的理论与实践意义。

.Practical Feasibility and Obstacles to the Formation of the Internal Source Development Dynamic Mechanism of Grassroots Libraries

Abstract The internal source development of grass-roots libraries is a development concept and development mode that uses system thinking to improve the effectiveness of grass-roots libraries. Compared with the traditional input mode of elements， the endogenous development of grassroots libraries emphasizes the quality of development and the social and human phenomena in the development process. One of the goals of the internal development of the grassroots library is to activate the huge stock with a small incremental investment so that the grassroots library can express its own initiative through development. Based on the contents of internal source development， dynamic system composition， and dynamic structure characteristics of grassroots libraries， the article explores the realistic foundations and obstacles to the formation of the internal source dynamics mechanism of grassroots libraries， and proposes strategies for promoting the development of grassroots libraries. It hopes to have certain theoretical and practical significance for promoting the sustainable development of grassroots libraries in China.

内源发展是以人（社会）的需求为导向，从系统和整体出发，使各种发展要素和力量优化聚合，用系统思维来提高效能的一种发展理念和发展模式，更倾向于社会—文化的影响，与习近平新发展理论和新时代中国特色社会主义核心价值观相契合[1]。基层图书馆内源发展的动力机制以发展人员为基础，主要由基层图书馆服务供给能力、政府支持力、社会支持力、环境支持力等多个层面构成，它们之间及其与发展人员之间相互交织、缠绕，为基层图书馆的发展提供包含政治、经济、文化等各种资源的动力。作为一种较理想的发展模式，基层图书馆内源发展动力机制的形成既要有一定的现实基础，又需要克服现实因素中的障碍，才能为基层图书馆提供发展方向、力度、速度等方面的适度动力[2]，最终实现基层图书馆的可持续发展。……
