【摘  要】大数据驱动公共安全风险治理是推进国家治理现代化的重要手段。论文首先探讨了大数据背景下长三角地区公共安全治理的现代性特征，阐述了大数据驱动公共安全风险治理的多维研究视角，其次构建了以“风险—应急—危机”为基本框架的基于大数据驱动的长三角地区公共安全治理模式，期望对从大数据驱动视角推动长三角地区公共安全现代化治理有所启示。

【Abstract】Public security risk governance driven by big data is an important method to promote the modernization of national governance. This paper firstly discusses the modernity characteristics of public security governance in the Yangtze River Delta region under the background of big data， expounds the multi-dimensional research perspective of public security risk governance driven by big data， and then constructs the public security governance mode in the Yangtze River Delta region based on the drive of big data with the basic framework of "risk—emergency—crisis". This paper is expected to provide some enlightenment for promoting the modernization of public security governance in the Yangtze River Delta region from the big data-driven perspective.

1 引言

2020年8月，习近平总书记在合肥主持召开扎实推进长三角一体化发展座谈会，他强调面对新形势，要把目标导向和问题导向相统一，紧扣“高质量”和“一体化”，努力推动长三角一体化发展不断取得新成效。长三角区域公共安全治理的构建，对于推进长三角区域一体化发展无疑起到重要的保障性作用。

鉴于此，本文根据长三角地区公共安全治理现代特征，构建以“风险—应急—危机”为整体治理框架的大数据驱动长三角地区公共安全治理模式，期望对从大数据驱动视角推动长三角地区公共安全现代化治理有所启示。

2 长三角地区公共安全的现代性特征

随着长三角地区发展一体化上升为国家战略，地区的公共安全的重要性越来越凸显。在新形势下，长三角地区公共安全也具有现代性特征。一是具有高度复杂性。从人口结构来看，长三角地区经济活跃，吸引着大量外地人口，人口结构趋向复杂化，导致地域性公共安全风险具有不确定性和未知性，特别是人为的因素影响成分越来越重。……
