摘  要：当前，国家大力提倡创新创业，提高大学生创新创业教育质量，进而提升大学生创新创业能力，对国民经济的发展具有重要意义。本文在解析创新双螺旋理论及其应用的基础上，构建了基于创新双螺旋理论视域下大学生创新创业教育的理论模式，并分别从“技术进步”和“应用创新”分析了对应的措施，希望实现大学生创新创业教育的新生态。

Abstract： At present， the country vigorously promotes innovation and entrepreneurship， and improves the quality of college students' innovation and entrepreneurship education， and further enhances the ability of college students to innovate and entrepreneurship， which is of great significance to the development of the national economy. Based on the analysis of the innovation double helix theory and its application， this paper constructs a theoretical model of innovation and entrepreneurship education for college students from the perspective of the innovation double helix theory， and analyzes the corresponding measures from "technical progress" and "application innovation". Hope to realize the new ecology of innovation and entrepreneurship education for college students.

1  问题的提出

“创新”是一个民族的灵魂，是当今时代发展的需要，也是21世纪人才的必然具备品质。而“创业”是解决就业压力的重要举措，也是推动当今时代经济发展的重要途径。创新与创业两者不可分割，创新是创业的源泉，而创业是创新的“产品”。要实现“大众创新，万众创业”的新局面，中国青少年的创新创业能力举足轻重。高校创新创业教育关乎着大学生创新创业能力的高低，因此国务院颁发的《国务院办公厅关于深化高等学校创新创业教育改革的实施意见》（国办发〔2015〕36号）指出深化高等学校创新创业教育改革，是国家实施创新驱动发展战略、促进经济提质增效升级的迫切需要，是推进高等教育综合改革、促进高校毕业生更高质量创业就业的重要举措。党的十八大对创新创业人才培养作出重要部署，国务院对加强创新创业教育提出明确要求。
