摘  要：高校“思政课建设内涵式发展”是新时期加强思政课建设的行动指南。“思政课建设内涵式发展”应服务于“立德树人”的育人目标，体现思想性、理论性和亲和力、针对性的统一，打造过硬的师资队伍，并加强顶层设计。作者所在学校推行的思政课“活力课堂”教学改革不是教学方法的简单变革，而是从教学理念到教学设计到教学评价，贯穿到教学的全过程，既符合新时代高校思政课教育教学目标，又符合学生全面发展的要求，与 “思政课建设内涵式发展”要求相契合。

Abstract： "The connotative development of ideological and political course construction in colleges and universities" is the action guide to strengthen the construction of ideological and political course in the new period. It should serve the educational goal of moral education， embody the unity of ideological theory and affinity and pertinence， build a strong faculty， and strengthen the top-level design. The dynamic classroom teaching reform of ideological and political course carried out by the author's school is not a simple reform of teaching methods， but the whole process from teaching concept to teaching design and to teaching evaluation. It not only conforms to the educational and teaching objectives of ideological and political course in colleges in the new era， but also accords with the requirements of students' all-round development， and coincides with the connotative development requirements of ideological and political course construction

2017年党的十九大报告指出：“加快一流大学和一流学科建设，实现高等教育内涵式发展。”2019年习近平总书记在学校思想政治理论课教师座谈会上的讲话中指出：要“推动思政课建设内涵式发展”。[1]从“高等教育内涵式发展”到“思政课建设内涵式发展”，“内涵式发展”这种提法已然为新时期加强思政课建设提供了新的行动指南。综合学界对“思政课内涵式发展”的理解，可以发现其内在要求包括：服务于“立德树人”的育人目标，体现思想性、理论性和亲和力、针对性的统一，打造过硬的师资队伍，以及加强顶层设计。提升课堂有效性是思政课建设内涵式发展出发点和落脚点，把思政课打造成为学生真心喜爱、终身受益的“金课”仍是当前思政课教学部门和教师的共同追求。
