摘  要：“一带一路”战略的提出为高职院校的国际交流与合作带来了巨大的发展机遇。加强国际交流与合作已成为高职院校加强内涵建设的重要举措。文章对“一带一路”背景下湖南省高职院校国际交流与合作发展现状的调查，分析了湖南高职院校在国际交流与合作中存在国际交流与合作存在的问题，针对这些问题，从政府、高校和行业企业三个层面提出了加强湖南高职院校国际交流与合作的有效路径，以期为湖南职业教育国际化提供一定的参考。

Abstract： The proposal of "One Belt And One Road" strategy has brought great opportunities for international exchange and cooperation in higher vocational colleges. Strengthening international exchange and cooperation has become an important measure for higher vocational colleges to strengthen connotation construction. All the way in this paper， the "area" under the background of the current situation of the development of international exchanges and cooperation in higher vocational colleges in Hunan province， Hunan higher vocational colleges are analyzed in the international exchange and cooperation in international exchanges and cooperation， to solve these problems， from three aspects： government， universities and industry enterprises and an effective path is put forward to strengthen international exchanges and cooperation in higher vocational colleges in Hunan province， so as to provide some reference for internationalization of Hunan vocational education.

2014年，我国提出了“一带一路”发展战略，沿线国家和地区纷纷积极响应，大家本著互惠互利、合作共赢、平等包容的理念加强了合作与交流，“一带一路”成为了国际交流与合作的新平台。为给“一带一路”发展战略提供人才支撑，2016年，国家出台了“一带一路”教育行动计划，鼓励各高等院校加强国际交流与合作，共同培养符合“一带一路”沿线国家和地区发展需要的国际化高技能人才，这为湖南高职院校开展国际交流与合作提供了良好机遇。因此，在新的历史背景下，湖南省地方高职院校如何借“一带一路”这一有利东风，走出一条符合自身发展实际的富有特色的国际化发展道路，是摆在湖南高职教育工作者面前的一项重要任务。
