摘  要：伴随着我国从体育大国向体育强国迈进，体育与教育的深度融合发展是未来必然趋势，近期国家公布的《关于深化体教融合促进青少年健康发展的意见》强调，要树立健康第一的教育理念，统筹推进青少年文化学习和体育锻炼协调发展。“体教融合”是我国体育事业可持续发展的战略要求。该文从体教融合的角度出发，通过文献资料法、数据统计法及问卷调查法对乌鲁木齐市游泳俱乐部人才培养进行了调研，分析影响乌鲁木齐市游泳俱乐部发展的多种原因，探寻不完善之处并总结经验，提出有利对策与建议，为乌鲁木齐游泳后备人才培养做贡献。

Abstract： Along with our country towards sports strong power from sports power， the deep integration of sports and education is an inevitable trend in the future.The recently announced "Opinions on Deepening the Integration of Sports and Education to Promote the Healthy Development of Adolescents" emphasizes that we should set the education concept of health first to promote youth culture learning and coordinated development of physical exercise as a whole. The integration of sports and education is a strategic requirement for the sustainable development of sports in China.This article has carried on the research and analysis of a variety of reasons affecting the development of Urumqi city swimming club personnel training from the perspective of the integration of sports and education， through the literature material method， mathematical statistics and questionnaire investigation. It also explores and summarizes the imperfect parts of the experience， puts forward good countermeasures and suggestions in order to contribute to Urumqi swimming back-up personnel training.

在今年4月召开的中央全面深化改革委员会第十三次会议审议通过了《关于深化体教融合促进青少年健康发展的意见》，会议指出，深化体教融合促进青少年健康发展，要树立健康第一的教育理念，推动青少年文化学习和体育锻炼协调发展，加强学校体育工作，完善青少年体育赛事体系，使学生在体育锻炼中享受乐趣、增强体质、健全人格、锻炼意志，培养青少年德、智、体、美、劳全面发展的社会主义建设者和接班人。没有体育的教育是不完整的，离开教育的体育是不稳固的。“体教融合”是国家培养高素质人才的一项新的重要举措，体现了体育与教育事业最本质的培养目标。经调研，目前乌鲁木齐市各高校和中小学均未建立游泳馆，也未开展游泳课程，且不具有代表性。……
