摘  要：本文结合智慧城市公共信息服务平台的功能和特点，提出智慧城市框架下基于公共信息服务平台的档案管理服务模式和嵌入式档案管理服务平台建设的设想。在此基础上，简述了档案管理服务平台的内涵与特征，并对档案管理服务平台的功能与实现进行了具体探讨，指出智慧感知、智慧服务和智慧体验等功能的实现方法。最后，从构建档案管理服务平台测评体系、建立管理服务绩效智能评估系统等两个方面提出了嵌入式档案管理服务平台评估与优化方法。

Abstract： This article combines the functions and characteristics of the smart city public information service platform， and proposes the construction of an archive management service model based on the public information service platform and an embedded archive management service platform under the smart city framework. On this basis， the connotation and characteristics of the archive management service platform are briefly described， and the functions and realization of the archive management service platform are discussed in detail， and the realization methods of functions such as smart perception， smart service and smart experience are pointed out. Finally， the evaluation and optimization methods of the embedded archive management service platform are proposed from two aspects： constructing the archive management service platform evaluation system and establishing the management service performance intelligent evaluation system.

智慧档案资源应看作可持续发展的智力资源，是新一代信息技术的数据能力组成部分，是城市发展的战略基础性数据资产和原生性数据引擎。[1]建立以档案数据为基础的智库服务体系、业务协同体系和档案智力资源公共服务体系，是支撑智慧城市建设的出发点和落脚点。[2][3][4]基于这种认识，档案服务要转向以需求为导向的新服务模式。[5][6]

经过相关文献分析，发现自行分散建立的档案信息服务平台存在信息关联度低、信息用户需求不精准、管理服务响应能力和体验式管理服务较弱等问题。对此，本文提出了智慧城市框架下嵌入公共信息服务体系的档案管理服务平台建设思路。
