摘  要：公众参与档案资源建设既是新时代社会治理赋予的必然权利，也是公众参与社会治理的实践表征。界定社会治理视域下公众参与档案资源建设的概念内涵，厘清三者之间的互动關系，归纳总结国内外公众参与档案资源建设的既有模式，对于明确当下公众参与现状和面临的困境并针对性地提出对策具有先导意义，进而有效凸显社会治理中的公众角色和档案力量。

Abstract： Public participation in the construction of archival resources is not only an inevitable right granted by social governance， but also a path and embodiment of public participation in social governance. Defining the concept and connotation of public participation in archival resources construction from the perspective of social governance， clarifying the interaction relationship among them， and summarizing the existing modes of public participation in archival resources construction at home and abroad are of guiding significance to clarify the present situation and difficulties of public participation and put forward corresponding countermeasures， thus effectively highlighting the public role and archives power in social governance.

Participation model

通过文献梳理发现，国外主要从案例研究（露丝·伊莱恩·贝希勒Bayhylle Ruth Elaine[1]）、身份认同（加拿大档案学者特里·库克Terry Cook[2]）、社会公平（坎巴露丝Kambar， Ruth.[3]）等方面开展研究。在国内，冯惠玲[4]、加小双[5]、任越[6]、李孟秋[7]分别论述了家庭建档和社群档案建设的意义;周林兴、仲雪珊[8]、王丹[9]、周文泓[10]对档案资源建设与公众之间的关系以及公众参与档案资源建设的环境驱动力进行了论述;此外，近年来，档案界亦有部分学者对公众参与档案资源建设进行了探索性研究，且有一定的研究成果。如张灵慧[11]、寇京[12]、加小双[13]、蒋冠[14]分别论述了社会公众利用社交媒体参与档案馆信息资源建设的类型、档案资源结构的历史性变化以及公众档案研究的必然趋势。

综观现有研究成果来看，档案界已注意到档案资源结构从“国家模式”向“社会模式”的转变，注意到了新时代公众的能动作用，研究成果在数量上有了一定的积累，研究范围也有了一定的宽度，但仍存在着不足之处。……
