摘  要：档案馆出版物是档案馆开发馆藏档案或围绕档案工作开展编辑出版活动的重要成果。为探寻国内外档案馆出版物的各自特征与差异，从档案馆出版物相关法律法规、档案馆出版物指导机构以及档案馆出版物特征三个方面进行比较分析，得出拓宽我国出版委员会专业领域、拓展资金获取渠道、以用户需求为导向、突显地区民族文化特色、改善利用方式与范围等五个方面的启示。

Abstract： The publication of archives is important achievement of developing archives or editing and publishing around archival work. In order to explore the respective characteristics and differences of archives publications at home and abroad， we compare with related laws and regulations of archives publications， leading organ of archives publication and characteristics of archives publication， and got the following enlightenment： broadening the professional field of China's Publishing Committee， expanding access to capital， user oriented， highlighting the regional cultural characteristics of the region， and improving the use of methods and scope.

本文根據2016年最新修订的《出版物管理条例》、《中华人民共和国档案法》（2020）关于出版物和档案馆的概念界定，[1][2]在明晰我国档案馆编辑出版工作优势的前提下，对国外档案馆编辑出版工作和出版物利用的出色之处予以借鉴，希望对我国档案馆未来出版工作的研究与发展有一定积极作用。

1 中外档案馆出版物有关情况比较

1.1 中外档案馆有关编辑出版的法律法规条文比较。世界各国的档案法律法规对档案的公布和利用都做了规定，其中具体对档案编辑出版作出规定的国家并不多，代表性国家及法律如表1所示。

1.1.1 相同之处。这些国家的档案法律法规都以最高档案法律的形式明确了档案编辑出版的重要地位，将档案出版作为是国家档案馆或档案馆长的重要职责和档案公布的重要形式之一。

1.1.2 相异之处。第一，档案编辑出版责任主体不同。我国《档案法》规定，国家级档案部门应配备专门的研究人员进行档案编研出版工作，把档案编研出版划定为专职编研人员的重要任务。……
