【摘  要】在社会治理体系和治理能力不断优化和提升的环境下，基层干部队伍建设逐渐规范和正规，但是在部分地区，一些老旧保守的思想依然存在，基层干部对政策的理解和实施也存在不同程度的问题。在脱贫攻坚的决胜阶段，要及时快速地解决基层干部内部存在的问题，才能解决好政府和人民群众之间的问题，逐渐完善基层建设。

【Abstract】Under the environment of continuous optimization and improvement of social governance system and governance capacity， the construction of grassroots cadres is gradually standardized and formal. However， in some areas， some old and conservative ideas still exist， and grassroots cadres' understanding and implementation of policies also have problems of varying degrees. In the decisive stage of poverty alleviation， it is necessary to promptly and quickly solve the problems existing among grassroots cadres， so as to solve the problems between the government and the people and gradually improve grassroots construction.

1 引言

党的十八大以来，在国家治理现代化进程中，基层治理体系和治理能力现代化取得了长足进展，基层干部发挥了重要作用。但是，基层治理问题错综复杂，人民群众的需求日益增多，在各种矛盾和利益冲突叠加的情况下，基层干部在工作和生活中依然面临着各种各样的问题和困难。2019年中共中央办公厅印发了《关于解决形式主义突出问题为基层减负的通知》，强调要着力解决困扰基层干部的问题，为基层干部减负。2020年秋季习近平总书记在中青年干部培训班开班仪式上详细介绍了干部需要提高的七种能力，为干部们的工作指明了努力方向。基层干部是基层组织的核心力量，是党与群众联系的“最后一公里”，也正是依靠这些基层干部的连接，才能使党的思想深深扎根于人民群众之中，顺利地实现党的领导。在实现百年大计的关键阶段，消除基层干部中存在的问题，着力解决基层干部的困难是基层建设的重中之重。……
