【摘  要】区块链技术在市场监管中的应用可以实现监管手段的创新，提升监管效能。论文从区块链技术特点和市场监管部门职能出发，归类阐述了追溯、政务服务、信用监管、网络交易监管和知识产权监管五大创新性应用场景和一些成熟案例，进一步指出了区块链在市场监管中应用的挑战，为区块链技术在市场监管领域深入应用指明了方向。

【Abstract】The application of blockchain technology in market regulation can realize the innovation of regulation means and improve the regulation effectiveness. Starting from the characteristics of blockchain technology and the functions of market regulation departments， this paper classifies and expounds five innovative application scenarios of traceability， government services， credit regulation， network transaction regulation and intellectual property regulation， and some mature cases. This paper further points out the challenges of the application of blockchain in market regulation， and points out the direction for the in-depth application of blockchain technology in the field of market regulation.

1 引言

随着社会经济的不断发展，对区块链相关技术的研究逐渐深入，已在社会各个领域发挥极其显著的作用。市场监管领域是继金融行业之后区块链应用的一个重要阵地。区块链作为一种共享的分布式数据库技术，具有去中心化（decentralized）、去信任（trustless）、集体维护（collectively maintained）以及安全可靠（secure and reliable）等特征[1]。它可以为市场监管领域提供集信息互联互通、分布式数据库、数据安全保障等功能于一体的创新技术。近年来，国家与地方市场监督管理局正在积极推进“定机构、定职責、定编制”的三定工作，明确内部机构的各项市场监管管理职责，进一步提升管理效能，促进市场完善，稳定市场经济。区块链技术可以说是市场监管行业变革的新契机，有助于推动市场监管体系变革、市场监管数据的安全共享和协作。

2 市场监管区块链的应用场景

随着区块链研究的深入和技术逐步完善，其在金融、互联网等领域的应用已日趋成熟，同时，在市场监管领域中有诸多应用场景，充分体现了广阔的应用潜力与前景。……
